## Key takeaways

- The average deposit rate on new transactions reached 6.38% a year on 20 September 2026, 1.15 percentage points above end-2025, while policy rates stayed unchanged.
- Between 18 and 21 October 2026 the SBV told banks to cut deposit rates for tenors of six months and longer by at least 0.5 points and lending rates for productive sectors by 1.5–2 points.
- September CPI rose 5.08% year on year, above the roughly 4.5% average target, so room to cut depends on inflation and the exchange rate.
- USD/VND has eased for five straight months, but a Fed that is still hiking means year-end currency risk has not gone away.

## 1. Context: hot growth, rising cost of money

2026 is shaping up as Vietnam's strongest growth year since the pandemic. The General Statistics Office (Ministry of Finance) estimates Q3 2026 GDP growth at 9.95% year on year, lifting nine-month growth to 9.01%. Manufacturing, exports and FDI disbursements of USD 21.07 billion, a five-year high for the period, are doing most of the work.

The flip side is that demand for credit is running ahead of the deposit base. By 30 September 2026 system-wide credit was up 11.59% from end-2025 and 16.69% year on year. At a meeting on 19 October, Governor Pham Duc An said deposits had grown 11.22% against credit growth of 11.44% as of the previous week. When loans grow faster than deposits, banks have to compete on price to protect liquidity, and deposit rates climb even with policy rates on hold.

## 2. Rates: from "hold steady" to "cut for real"

### 2.1. Why deposit rates rose while policy rates stood still

The refinancing rate remains at 4.5% and the rediscount rate at 3.0%, both unchanged since 2023. What savers actually earn, however, is set by each bank's funding needs. An SBV briefing on 7 October 2026 put the average deposit rate on new transactions at 6.38%, up 1.15 points from the end of 2025.

External conditions added to the pressure. In September 2026 the US Federal Reserve raised rates by 25 basis points to 3.75–4%. A stronger dollar raises the opportunity cost of holding dong and makes it hard for any single Vietnamese bank to cut deposit rates on its own.

### 2.2. Three documents in four days

In less than a week the SBV moved from a "stability" message to an explicit demand for lower rates:

1. **18 October 2026:** Official Letter 9608/NHNN-CSTT told credit institutions to safeguard system stability and stop competing on deposit rates.
2. **19 October 2026:** The SBV met the heads of 46 commercial banks and asked for listed deposit rates on tenors of six months and longer to fall by at least 0.5 points, and for lending rates to productive businesses and priority sectors to fall by 1.5–2 points.
3. **21 October 2026:** Official Letter 9736/NHNN-CSTT put a number on it: the average deposit rate on new transactions of six months and longer must fall by at least 0.5 points in the remaining months of the year, measured against the 11–20 October reporting period. Banks that do not comply may see their credit growth quotas cut or set lower.

The enforcement tool matters. Rather than cutting policy rates, the SBV is using credit quotas, the resource banks value most, as leverage. That transmits quickly, but it shifts the burden onto net interest margins (NIM) at the banks that have to absorb the cut.

### 2.3. The inflation constraint

September CPI rose 5.08% year on year, led by transport on higher fuel prices. Average CPI for the first nine months was 4.52%, right at the SBV's average target of around 4.5%. The room to cut is therefore narrow. If energy prices keep rising, forcing deposit rates down would compress real positive rates and make gold, dollars or property more attractive homes for idle cash.

## 3. The dong: calmer, not yet safe

Contrary to fears at the start of the year, the dong has been one of the steadier currencies in the region. The interbank rate ended September at 25,964 per dollar, 1.17% below end-2025 and the fifth straight monthly decline. On 23 October the central rate was 25,627 and commercial banks were selling dollars at around 26,020.

Three things are supporting the dong:

- **Higher domestic rates:** the VND–USD rate differential improved as deposit rates rose.
- **Strong FDI disbursements:** USD 21.07 billion in nine months, up 12.1% year on year.
- **A better trade picture late in the year:** despite a nine-month deficit of USD 19.42 billion, September alone posted a USD 1.27 billion surplus as inputs imported earlier in the year turned into exports.

The risk is the policy that was just announced. Cutting dong rates while the Fed hikes narrows the differential. MBS analysts expect USD/VND to trade around 26,800–27,000 by end-2026; that is a third-party forecast and is best treated as a reference scenario rather than a firm number.

## 4. What it means for equity sectors

### 4.1. Banks: earnings still growing, quality diverging

Credit growth is keeping bank earnings on an upward path. MBS Research expects Q3 2026 net profit for the listed banks it covers to rise about 19.1% year on year, driven mainly by state-owned lenders with cheaper funding. Techcombank reported a Q3 NIM of 3.5%, up from 3.4% in Q2 as assets repriced. Smaller private banks that depend on term deposits are feeling more margin pressure.

The request to cut priority lending rates by 1.5–2 points will hit Q4 margins directly. Banks with a high share of current accounts (CASA) and diversified fee income have more of a cushion. For a deeper look at margins and asset quality, see [Vietnam's monetary cycle and what it means for VN30 valuations](/en/blog/vietnam-monetary-cycle-vn30-valuation).

### 4.2. Property and industrial parks: interest expense is the swing factor

Highly leveraged developers benefit if lending rates genuinely fall, but transmission usually takes one to two quarters. For industrial park developers, interest expense is one reason first-half profits fell despite record FDI; see [Vietnam industrial parks 2026](/en/blog/vietnam-industrial-parks-fdi-earnings-gap-2026).

### 4.3. The market as a whole: valuation against deposit rates

A simple cross-check is to compare the earnings yield (the inverse of [P/E](/en/glossary/pe)) with the deposit rate. With VN-Index trading at about 12.05x trailing earnings at end-September according to VNDirect, the earnings yield is roughly 8.3%, above the 6.38% average deposit rate. Because deposit rates are about 1.15 points higher than at end-2025, that premium has narrowed by the same amount, so how "cheap" the market looks has to be judged alongside earnings quality.

| Sector | Main transmission channel | Direction if rates genuinely fall |
|---|---|---|
| Banks | NIM, credit growth, provisioning | Faster credit, short-term NIM pressure |
| Residential property | Developer funding costs, buyer affordability | Positive, with a lag |
| Industrial parks | Interest expense, land handover timing | Mildly positive, depends on recognition |
| Brokers | Market turnover, margin lending | Positive if savings rotate into equities |
| Exporters | Exchange rate, working capital costs | Neutral to positive |

## 5. Scenarios to watch into year-end

**Base case:** long-tenor deposit rates fall about 0.5 points as instructed, full-year credit growth exceeds the roughly 15% target on the back of preferential lending packages, and the dong weakens modestly but stays under control. Equity turnover gets support as savings become less attractive.

**Risk case:** energy prices push CPI well above 5% and the Fed keeps hiking, forcing the SBV to choose between lower rates and a stable currency. Pressure could then return to the interbank market and to investor sentiment.

Data points worth tracking:

- The SBV's average new-transaction rates after the 11–20 October 2026 reporting period.
- October and November CPI (published by the GSO early the following month).
- The central rate and its gap to commercial bank selling rates.
- Q3 2026 bank results, especially NIM and non-performing loans.

## 6. Conclusion

Monetary policy in late 2026 puts double-digit growth first, but it does so through administrative tools rather than policy rate cuts. For equities, that supports liquidity in the near term. It also moves part of the cost onto bank margins and leaves currency risk in place if global rates keep tightening.
